1. Introduction to E/e-mark certification
E/e-mark certification is crucial in the European market for vehicles and their components. With the development of the European automobile industry and the emphasis on traffic safety and environmental protection, the certification system has gradually been established and improved. The aim is to ensure that vehicles and related components entering the EU market comply with specific technical standards and regulatory requirements. Only products with E/e-mark certification are allowed to be sold and used in the European market, which has become an important threshold for companies to enter the EU market.
2. What is CoP? Why is it important?
CoP stands for Conformity of Production, which is the core link of E/e-mark certification. The purpose is to ensure that each batch of products produced by the enterprise is consistent with the samples submitted at the time of certification and meets regulatory standards. Even if the sample test is qualified, if the subsequent production is inconsistent, the Ministry of Transportation may revoke the certificate or even face the risk of market recall.

3. Classification and inspection content of CoP production consistency
(1) Initial inspection
The first comprehensive evaluation of CoP production conformity checks at the certification application stage. Check the qualifications of the enterprise and check whether the enterprise has quality management system documents that meet the certification requirements; In terms of document and record control, check whether the company's document management process and the preservation of production-related records are standardized; Update of certification standards to ensure that enterprises follow up and adjust production in a timely manner to meet the requirements of the new European certification standards; There is also a very important CoP control plan to ensure that the product is produced in batches in line with the certified samples.
(2) Supervision and inspection
Supervision and inspection have a certain periodicity, and the cycle varies from one to three years for each Ministry of Transport, such as one to three years for E5 Sweden, one year for E9 Spain, and two years for E57 San Marino. In the supervision and inspection, the main inspection content includes verifying whether the enterprise has changed the production process and corresponding management measures after the initial inspection, whether the relevant laws and regulations and certification technical requirements are correctly implemented, and whether the product quality control status is continuous and stable.

Is holding a valid ISO 9001 / IATF 16949 certificate exempt from COP audits?

For this item, the management standards of different certification agencies (relevant national Ministry of Communications) are different.
1. Countries with mandatory on-site audits (even with ISO 9001 / IATF 16949 certificate)
Some member states, such as Germany (E1), require on-site inspections during initial audits, even if the company already holds a valid ISO 9001 / IATF 16949 certificate. This requirement stems from its strict control of production consistency, which requires direct verification of the on-site operation of production equipment, processes and quality management systems.
2. Countries that have the conditions to simplify the review
Some member states, such as the Netherlands (E4, RDW) and Sweden (E5, STA), accept ISO certificates for filing and implement simplified audits (usually document reviews) at the time of initial audits, but the simplified audits are only valid for one year. On-site inspections are still required during surveillance audits or certificate reassessments to ensure ongoing compliance.
3. Countries with sampling supervision and review
For example, in the Czech Republic (E8, MDCR), the initial audit may only require document filing, but in the supervision stage, a random inspection method is adopted, and a portion of the certified enterprises is selected for on-site audit every year. Companies that are not selected may mistakenly believe that there is no supervision requirement, but in fact there is a potential audit risk.
4. Countries that have fully adopted ISO 9001/IATF 16949 certificates
Ireland (E24, NSAI) clearly stipulates that companies with valid ISO 9001 / IATF 16949 certificates can be exempted from initial factory inspections; On the contrary, if there is no certificate, an on-site audit is required. This policy lowers the threshold for corporate certification, but when a manufacturer does not hold an ISO certificate, an NSAI audit will be conducted.
Note: The scope of the CoP applied for must be reflected in the system coverage in the ISO 9001 / IATF 16949 certificate before it can be accepted by the Ministry of Transport. ISO 9001 certificates should be marked with CNAS LOGO and IAF logo, otherwise they may be rejected by foreign Ministry of Communications.

Differences in issuing countries: The efficiency and difficulty of the Ministry of Transport in different EU member states are different, and generally the larger the number of member states (e.g., E57 compared to E1), the simpler the application process, the shorter the issuance period, and the lower the required cost. If you choose a relatively backward Ministry of Communications, you need to consider market recognition at the same time.
c. Shorten the cycle and reduce the difficulty
Pre-examination in advance, through the pre-examination of documents and on-site by third-party institutions, reduce the risk of formal audit rectification and failure.
